Every save creates a new version; existing estimates keep the version they were built with.
PLACEHOLDER values pending calibration: utilization is the single
biggest lever on cost rates and has not been validated against our actuals, and
hod_salary is a placeholder the admin must set. Treat quotes as
provisional until the actuals feed has data.
Component Library
Hours are pre-AI norms; the AI factor converts them to agentic-delivery
hours. Never rebase hours from post-agentic actuals — if you deliberately rebase a row,
set its AI factor to 1.00 in the same edit.
